The entire city is one large bank created to protect money. Cash is laundered, cash disappears, cash is invested, but the money is more than protected. The money is insured by the federal government. The money is insured by the mafia. The money is protected by the mafia’s lawyer, Oscar Goodman and his wife, Carolyn. Where else would you start a business? What other city would allow you to protect your money with so many layers of protection? The most brilliant criminal minds have the millions to protect their investment.
